Control over herbal remidies has changed over the years. Basically the use of herbs on a personal basis is not widely controlled. But larger control over studies and large disribution come when the government does not offer aid to schools for studying herbal remidies. There is more interest in studying herbs since the mid-20th century once pharmocology started to take constituents of herbs and duplicate them to form conventional medicines, but there is still little research being done with herbs compared to other medical treatments.
The American Herbalists' Guild is an important organization that has standards for training practitioners in the United States. Legislation in the US government waivers now and again; depending on who is in charge there are certain bills that come up to restrict the sale of herbal remidies or impose more stringent standards. The FDA is also capable of issuing warnings and stopping the sale of potentially harmful herbal remidies if there is evidence to prove this.
